Proposal 5: A task-force will be required to create a "proposal" and the TSC must approve the proposal.

The proposal should, at a minimum, include the following information:

• Introduction/background material

• Task to be completed

• List of deliverables or work products

• Time to complete (no more than 6 months)

• Leader

• Initial participant list
