TestNet Peering		Rust peering are only children. Move discussion to Interledger community slack to engage xpring.io devops folks for peering. Java Connector peering expected mid-December 2019. Want to test out security and performance aspects of a `peer` node. @Sudheesh Singanamalla considering testing perf and geo characteristics of a testnet that he spins up.
