Overview of Proposal

As we try to grow project communities we should try and help people find what to work on. It is common to use labels a la "good first issue" or "help wanted" but those are not used consistently across all projects. The proposal is to define a set of common labels and encourage all projects to adopt that set.

Formal Proposal(s)

Adopt Github's default labels. When spaces is not supported such as JIRA, use a dash - instead.
